Director of Workplace Compliance


Mr. Martin has been with the Newark Housing Authority for approximately 20 years. His initial assignment was working as a special assistant to Zinnerford Smith who was the Executive Director of the Newark Housing Authority. His title was Management Specialist. After a period of time Mr. Martin’s title was changed to Labor Management Specialist and he was transferred to the Legal Department. In that capacity he assisted in Labor related matters at the NHA. He served as a hearing examiner for the Human Resources Department as well as conducting internal investigations, when required, to pro-actively protect the agency. In May 2008 Mr. Martin accepted a new positon as Director of Workplace Compliance. Among the duties of this position are as follows: Driver accountability for NHA personnel, maintained and supervised the NHA Workers Compensation, Notice of Claims and General Liability Programs, Entertain Tennant Property Claims, Administrate OPRA request, Coordinate and interact with Outside Counsel on General Liability Litigation. Mr. Martin is also responsible for coordinating and conducting meetings for the NHA Safety Committee and Internal Emergency Response Team at 500 Broad Street and all OSHA reporting. Mr. Martin, in conjunction with Human Resources and Operations Department coordinates training for the staff and has taught the Sexual Harassment Courses. Part of Mr. Martin’s duties is to facilitate and to obtain insurance for the entire agency. This includes Property, Flood, Auto, Boiler and Machinery, Crime and Directors and Officers policies. During Mr. Martin’s employment with the NHA he has obtained the following certifications: Workers Compensation Counselor from School of Labor and Industrial Relations from the University of Michigan, Jurisdictional Crisis Emergency Management for Emergency Operations Center at Texas, A&M, New Jersey Emergency Preparedness Conference Certificate for ICS Forms and Incident Action Plan Development, New Jersey Emergency Preparedness Conference Certificate for Emergency Management Basic Workshop. Mr. Martin received a B.A degree in history from the College of the Holy Cross, Worcester, Mass, in 1970 and Juris Doctorate from Georgetown University Law Center, Washington, DC in 1973.
