Chief of Staff


Samuel M. Manigault, Esq. is the Chief of Staff for the Newark Housing Authority, the Nation’s 11th largest Housing Authority. In that capacity he is responsible with ensuring that the directives of the NHA’s Board of Commissioners and Executive Director are effectively implemented.

After graduating from South Side High School in 1969, he received his Bachelor’s Degree from Howard University and Juris Doctorate from Seton Hall Law School. His legal career has spanned over 35 years. During that period, he has served as counsel for the Newark Board of Education, Plainfield Board of Education, Newark Housing Authority and the High Park Gardens Cooperative. Additionally, he has served as the Hillside Public Defender for the past 15 years.

Mr. Manigault has a passion for community service and is actively involved in the Newark Chapter of Omega Psi Fhi Fraternity, Incorporated, where he served as the Chapter’s Basileus (President) as well as the Chairman of the Chapter’s Scholarship Committee for over 20 years. During his tenor on the scholarship committee, the Chapter awarded over $100,000.00 in scholarships to high school students in the greater Newark area.

Mr. Manigault is also proud of his membership in Samson Lodge 56 of Prince Hall Masons as well as serving on the Board of Directors of F.P. Youth Outcry, a community based organization in Newark. He is dedicated to the growth and development of the Youth of the City of Newark.
