Board of Commissioners


Charles A. Bell was appointed as a member to the Board of Commissioners on July 1, 2014. He now serves as the Chairman of the Board of Commissioners. As former Central Ward Councilman Mr. Bell has always been an advocate for the citizens of Newark. He served as the Director of Affirmative Action for 30 years with Newark Housing Authority and chaired the City Council Affirmative Action Committee. During his time as President of the Newark Housing Council he oversaw the development of Georgia King Village, New Hope Village, Willie Wright Homes and 2000 town houses. Mr. Bell was instrumental in implementing Newark Housing Authority Section 3 program.


Angella Palmer has been a member of the Board of Commissioners since August 2007 and currently serves as the Board Vice Chairperson. An employee of Verizon and a resident of Newark, Ms. Palmer is the Network Services Coordinator in the network engineering/capacity management operations. Ms.Palmer holds an MBA and Human Resource Management degree from the University of Phoenix, Jersey City, as well as a bachelor's degree in justice studies from Montclair State University. She is also an American Bar Association Board Certified Paralegal.


Fausto A. Baez was appointed as a member to the Board of Commissioners on April 29, 2016.  Mr. Baez currently serves as the Director of the Dominican Parade and Festival of Essex County.   Mr. Baez is an active resident in his community who has been recognized by the city for his participation in various community engagement activities. 




Delores B. Lewis was appointed as a member of the Board of Commissioners on July 1, 2014 and currently serves as the Board Treasurer. Ms. Lewis worked for the City of Newark for 31 years and served as the Senior Aide for the Mayor’s office from 2002-2006 where her efforts as an outspoken advocate for senior rights did not go unrecognized. Her mission is to ensure that all Housing Authority residents are properly treated and represented




Edward Osborne was appointed as a member to the Board of Commissioners on August 3, 2011. Mr. Osborne currently serves as Councilman At-Large for the City of Newark and represents the New Jersey Building Construction Laborers District Council at a municipal, county, state and federal level. Mr. Osborne has extensive experience in urban planning relating to green construction concepts. His extensive experience helps him to comply with any and all regulations of governing construction. His goal is to help Newark residents who are economically challenged to gain independence and to enhance the quality of life for moderate and low income individuals, seniors and families with children.  He is a graduate of the National Labor College and founder of the Second Street Block Association. 



Martinique W. Costa was appointed as a member of the Board of Commissioners on July 1, 2014. Ms. Costa currently works for Laborers Eastern Region Organizing Fund.  As an organizer, Ms. Costa has worked with community members in New Jersey, New York and Delaware on residential construction projects in their city.  Her work in areas such of organizing, management, and customer service are beneficial experiences that will add value for the residents of Newark Housing Authority.
