Federal laws mandate that public housing authorities treat all applicants and resident families equally, ensuring the same quality of service regardless of family characteristics and background. Discrimination in housing is prohibited based on race, color, religion, sex, national origin, age, familial status, and disability.

The Newark Housing Authority (NHA) is committed to full compliance with all federal, state, and local nondiscrimination laws, as well as the rules and regulations governing fair housing and equal opportunity in both housing and employment. This commitment ensures that all residents and applicants receive fair and equitable treatment in all aspects of housing services.

The Newark Housing Authority (NHA) is dedicated to ensuring fairness and equality in housing. Here are the key points of our nondiscrimination policy:

  • Equal Treatment: NHA shall not discriminate based on race, color, national origin, sex, religion, familial status, or disability in leasing, rental, occupancy, use, or other disposition of housing or related facilities. This includes land that is part of a development under NHA's jurisdiction and covered by a Public Housing Annual Contributions contract with HUD.
  • Fair Admission Practices: NHA shall not deny admission to otherwise qualified applicants based on their membership in any group that may be subject to negative stereotypes. Resident selection criteria will be based on reasonable assessments of individual attributes and behavior.
  • Integrity of Policies: NHA shall not allow its policies to be compromised for personal or political favors. Units will be offered strictly in the order prescribed by NHA policy, as any deviation violates federal law and the civil rights of other families on the waiting list.
  • Transparent Selection Process: NHA's method for selecting applicants will ensure a clear audit trail. This audit trail will be used to verify that each applicant has been selected in accordance with the procedures specified in NHA's Admissions & Continued Occupancy Policy plan.

  • Investigation: NHA will make every reasonable attempt to investigate the complaint, determine whether the allegations have merit, and take any necessary corrective action.
  • Complaint Form: NHA will provide you with a discrimination complaint form and instructions on how to complete and submit it to HUD's Office of Fair Housing and Equal Opportunity (FHEO).
