The Newark Housing Authority (NHA) is proud to announce its partnership with Bidnet to offer streamlined, web-based bidding services. This collaboration simplifies the process for vendors to receive and respond to business opportunities online, ensuring timely and efficient communication.

Effective immediately, all access to Newark Housing Authority solicitations requires registration with Bidnet. If you’re transitioning from BidSync, please ensure your registration is up to date.

For projects under $2,000, the NHA may verbally solicit quotes from at least three (3) vendors. Awards will be granted to the vendor offering the lowest responsible and responsive price quote.

For projects between $2,000 and $17,499.99, the NHA will issue a Request for Quotation (RFQ) and solicit written quotes from at least three (3) vendors. Email quotes are acceptable. Awards will be given to the vendor providing the lowest responsible and responsive quote.

For projects $17,500 and over, the NHA will advertise Invitations for Bids (IFBs) in general circulation newspapers such as the Star-Ledger, NOAAH, NAHRO, and minority publications like El Nuevo Coqui and Luso Americano. Advertisements will also be posted on the NHA website (www.newarkha.org). All bid openings are public. Awards are granted to the lowest responsive and responsible bidders, and NHA Board approval is required for all contract awards of $21,000 and above.

For services under $17,500, the NHA will solicit Request for Quotes/Proposals (RFQs/RFPs) through the Purchasing Division. Contracts will be awarded to the proposer offering the greatest value to the NHA, considering price, technical capabilities, and other specified factors.

For services $17,500 and over, the NHA will advertise Request for Proposals (RFPs) and Qualification-Based Solicitations (QBS or RFQ) in general circulation newspapers, minority publications, and on the NHA website. A minimum of 20 days will be provided for proposal preparation and submission. Contracts will be awarded based on qualifications, technical capabilities, past performance, price, and other specified factors. NHA Board approval is required for all contract awards of $21,000 and above. Unsuccessful respondents may request a debriefing from the NHA's Purchasing Division at (973) 273-6525.

The NHA aims to meet minority business enterprise (MBE) and women's business enterprise (WBE) participation goals as established by the City of Newark and Presidential Executive Orders 11625, 12138, and 12432, and Section 3 of the HUD Act of 1968. Efforts are made to involve small businesses, MBEs, WBEs, labor surplus area businesses, and Section 3 individuals or businesses, as defined in 24 CFR 135. Certifications from New Jersey Transit and the Port Authority of New York/New Jersey are accepted, with other certifications considered as well.

All applicable bonding requirements are detailed in the solicitation. Bids/proposals must be submitted by the specified date and time and must include:

  • Statement of Corporate Ownership
  • Listing of Subcontractors
  • Bid Guarantee (construction bids)
  • Consent of Surety (construction bids)

Late submissions or the absence of required documents will render a bid/proposal unresponsive and subject to rejection.
