Need for Property Owners

Newark has a significant need for decent, safe, and affordable housing. The Newark Housing Authority (NHA) administers a Housing Choice Voucher Program that assists over 6,000 families annually. The NHA was recently awarded an additional 101 EHVs through the American Relief Plan (ARP) and is actively recruiting landlords to participate in housing families in need.

EHV Program Referrals

All referrals to the NHA’s EHV program must be made through the Essex County CoC’s Coordinated Entry Program, which provides centralized access to homeless services throughout Essex County, or through a direct referral from the ECFJC.

What are Emergency Housing Vouchers (EHVs)?

EHVs are a form of tenant-based rental assistance under Section 8(o) of the United States Housing Act of 1937.

What is the Housing Choice Voucher Program?

The Housing Choice Voucher (HCV) program is the federal government’s primary program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. This tenant-based assistance allows families to lease homes in areas of their choice.

Benefits of Program Participation

Property owners play a crucial role in the success of the HCV program by providing housing. Benefits include:

  • Assurance of rent payment each month, as long as both parties comply with program rules
  • One-time $400 incentive for first-time owners participating in the EHV
  • Timely and dependable payments from the NHA
  • Regular unit inspections
  • Ability to request annual rent increases
  • Financial protection from tenant income fluctuations

Eligibility

To be eligible for an EHV, an individual or family must meet one of the following categories:

  • Homeless
  • At risk of homelessness
  • Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
  • Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or high risk of housing instability

Additional requirements include:

  • Favorable criminal history screening results
  • Social Security Number and/or Citizenship Documentation
  • Consent forms signed by all household members for further information verification

Income Limits

To qualify for an EHV, the total household income must be less than or equal to the following guidelines:

Housing Quality Standards (HQS) Inspections

HUD requires all units occupied by HCV program participants to pass an HQS inspection, conducted annually. For more information, see the HUD Form 52580 – HQS Inspection Checklist.

The EHV program allows for pre-inspections of ready units, valid for 45 days, during which time NHA will list these units for applicants with vouchers searching for housing.
