Bidding Guidelines

Commodities/Construction Under $2,000

NHA may verbally solicit quotes from at least three (3) vendors. Awards shall be made to the bidder providing the lowest responsible, responsive price quote.

Commodities/Construction from $2,000.00 to $17,499.99

NHA will use the Request for Quotation (RFQ) form and will solicit from at least three (3) vendors written quotes. Please note that email quotes are considered written quotes. Awards shall be made to the bidder providing the lowest responsible, responsive quote.

Commodities/Construction $17,500 and Over (Sealed Bids)

Invitations For Bids (IFBs) are advertised in (a) newspaper(s) of general circulation, such as the Star-Ledger, NOAAH, NAHRO and minority papers, such as El Nuevo Coqui, and Luso Americano and this website (www.newarkha.org). The advertisements provide all contact information. All bid openings are open to all interested parties and the general public. Awards are made to the lowest responsive and responsible bidders. NHA Board approval is required for all contract awards of $21,000 and above.


Professional and Other Services Under $17,500

Request For Quotes/Proposals (RFQs/RFPs) are generally solicited through our Purchasing Division. A contract award is made to the responsive and responsible proposer whose proposal offers the greatest value to the NHA, considering price, technical capabilities, and other factors as specified in the solicitation.

Professional and Other Services $17,500 and Over

Request For Proposals (RFPs) and Qualification-Based Solicitations (QBS or RFQ) are advertised in a newspaper of general circulation, such as the Star-Ledger, NOAAH, NAHRO and a minority publication, such as El Nuevo Coqui, and Luso Americano and on our website (www.newarkha.org). A minimum of twenty (20) days is provided for preparation and submission of proposals. Contract awards are made to the responsive and responsible bidder whose proposal provides the greatest value to the NHA. Evaluation criteria includes qualifications, technical capabilities, past performance, price, and other factors as specified in the solicitation (for contracts awarded based on competitive proposals). Unsuccessful respondents may contact the NHA's Purchasing Division at (973) 273-6525 for a debriefing. NHA Board approval is required for all contract awards of $21,000 and above.


MBE/WBE/Small Business

NHA aims to achieve the goals of minority business enterprises (MBE) and women's business enterprises (WBE) participation, as established by the City of Newark and Presidential Executive Orders 11625, 12138, and 12432, and Section 3 of the HUD Act of 1968. The NHA makes efforts to ensure that small businesses, MBEs, WBEs, labor surplus area businesses, and Section 3 individuals or businesses, as identified in 24 CFR 135, are used when possible. The NHA accepts certifications from New Jersey Transit and Port Authority of New York/New Jersey. Other certifications may be considered.


Bonding & Other Mandatory Requirements

All applicable bonding requirements are set forth in the solicitation. All bids/proposals must be submitted by the date and time set forth in the solicitation. Bids/proposals must include:

  • Business Registration Certificate (See New Jersey Business Gateway Registry Services for further information)
  • Statement of Corporate Ownership
  • Listing of Subcontractors
  • Bid Guarantee (construction bids)
  • Consent of Surety (construction bids)

Late submissions and absence of the above documents will render a bid/proposal unresponsive and it will be rejected.
